Big cities always provide more opportunities. It's true in Ukraine, but the contrast between small towns and cities is very noticeable. My town is small. There are 50,000 people living there and one of the problems for all citizens is there is nothing to do and nowhere to go in leisure time. I don't have much power and I can't build malls and cafes, attract different festivals or artists to my town, found volunteer organizations etc, but I can focus on one specific aspect which is the closest to me. This aspect is teenagers' free time. 
Here, in the US, school cares about students' free time. You can take any sport you want, you can join any club you like. In Ukraine we don't have any sports or clubs at school. We have only PE classes twice a week. You can join sport club outside the school. Sometimes it's expensive to do sports and it takes time to go to the other place from school. A lot of students do this and I did this, but it's not convenient and that is why some kids are still not involved in any activity. 
It would be much easier if school provided sports and clubs and my goal is to create at least one sport or any other club in my school. Isn't it better for parents to know that their child is at school and he/she does something good, instead of walking somewhere without a purpose, wasting time in the internet, etc? I also wish we had volunteering opportunities. A lot of people would help our society, but they they need to be encouraged and aware of everything they can do. Nowadays, there isn't a service organization in my town and, unfortunately, I'm too small to found one, but what I can do is to try to begin volunteering club at my school.People have a desire to do service, they just need to be managed by somebody.
My audience is my peers, but I would be glad to involve everybody I can. School is a good place to start. Local changes affect the whole community and other schools would might want to do service too, if my school showed a good example.
So, the problem is a big amount of free time and no ways to spend it with the use. My short message would be something like "YOUR TIME IS TOO VALUABLE TO WASTE IT", but I'm not sure yet. If somebody have any ideas, you're welcome to write them in your comment!
